Category A1 Rules For Motorcyclists
The rules of category A1 apply to those who want to drive small motorcycles. These motorcycles have capacity of cylinders up to 35 kW. They cannot be directly derived from vehicles with more than twice their power.
The open category drone operations can be subdivided into three categories A1 through A3. You can fly drones that have class label C0 or C1 in the A1 subcategory (fly over people) until January 2024.
A1
Category A1 is one of the three EASA drone categories that applies to aircrafts that have a maximum take-off mass (MTOM) of up to 25 kilograms. You can also fly drones with an maximum weight of 4kg in the A2 category However, they must be kept at a safe distance from people during take-off and landing. The separation distances are lateral, not vertical, and the drones must be kept a minimum of 30m horizontally from uninvolved people or 5m when they're in 'low-speed mode'. A2 also enables you to fly transitional drones which aren't CE certified, but have been modified to reduce the risk of collisions with people. You'll only be able to fly these drones with A2 until the end of 2022, after which they'll have to be in compliance with the A3 regulations.
The A1 and A2 categories can help you become a safe and confident motorcyclist. A3

Drones that have the Class Identification Label C2 may be operated under subcategory A2 when they meet the size requirements, and the remote pilot has passed an additional theory test. This exam is designed for the remote pilot to evaluate their knowledge of the technical and operation mitigations that address the additional risks of flying bigger drones (class A2, less than 4kg mass), close to people. A successful passing of this exam results in the award of a 'certificate of competence to fly category A2'.
There are transitional arrangements which allow older drones that are not certified, to operate under categories A1 and/or A2 for two years following the introduction of the new EU regulations. Legacy drones must not be used to fly over people and must be equipped with an A2 CofC.
To operate a drone that falls under this category you must pass the normal online flyer ID test, and then pass an additional test in the theory department. Additionally, you must declare that you have gained some practical knowledge of your drone and pass an official declaration of competency. These requirements are similar in nature to the driving licence model which means that the driver who has first obtained their licence for a vehicle in a lower category can then move up to an upper category.
A4
The DOH is currently working on specific guidelines to be used for category A4. They will be in line with other operations and will also include details like the number of dressing changes per day. These guidelines will be presented to the Inter-Agency Task Force for the Management of Emerging Infections, (IATF-EID), and the DOH National Immunization Technical Advisory Group. Before they are finalized, the guidelines will be vetted and approved by both the DOH National Immunization Technical Advisory Group and the IATF-EID.
Drones bearing the C0 or C1 may be flying within 50 metres of people who aren't involved in the incident. This is a low-risk subcategory, but stringent precautions must be taken to prevent accidents. Drones that are not classified in either A1 or A2 must have passed an additional test of knowledge in order to be able to operate in this subcategory.
This test is designed to assess the level of knowledge about the dangers of flying drones near people. The certificate of competence is awarded upon the successful completion of this test. The operator must also keep at least 30 meters from any uninvolved person, or 5 meters when flying in a slow-flying mode.
